It is possible that some other school has made a offer but interest is below visible and he takes that offer though...especially with International players.

Do they have an advantage because they get more interest level with the same number of contacts? Or because the player tends to choose them given the same interest level? or both?

Higher conference schools get more interest per contact level. When a player makes a commitment decision they only look at interest level (and schools with open scholarships) and don't re-evaluate the conference a team is in.

The advantage is more pronounced between divisions rather than conferences. So Division 2 has a bump over Division 3, Division 1 (i.e. LL1-LL4) has a bump over Division 2. But there is not as large of a bump within Division 1 (i.e. LL3 and LL4).
